Born in Kaohsiung in 1940. Since he was in junior high school, he often gathered with Shih Ming-te and other friends to discuss politics affairs. In 1960, he applied to become a student of the 33rd batch of Army Officer Academy.
In 1962, he was arrested at school for his involvement in the "Asia Alliance Shih Ming-te and others case" and was charged with "initiating acts with the intent to overthrow the government by illegal means" and sentenced to 12 years of fixed-term imprisonment.
In 1971, he collected a list of political prisoners in prison and sent it overseas, which attracted international attention to Taiwan's political prisoners and human rights issues. As a result, he was sentenced to 3 years of reformatory education in 1974 while in prison. He was detained for 15 years and released in 1977.
After being released, he continued to participate in Tangwai movements (opposition democratic movement) and served as the executive director of the Kaohsiung City Party Headquarters of the Democratic Progressive Party. In recent years, he has participated in the "Taiwan Civil Government" and served as executive chairman.
